I was not aware of the 45 days period, but Trump mentioned that he made clear to Congress that the wasteful items need to be removed and the Section 230 needs, at least, a substantial reform. Let's see how it plays out... I understand he couldn't wait more to provide the relief for the people, so that was the best he could do at this point. He also had to take this out of his way to focus attention on Jan 06... My thoughts. :)

Depending on who you talk to (getting into lawyer territory, and IANAL), POTUS may be in a gray area, as it isn't supposed to be used when the 45 days go past the end of the current fiscal, which could be interpreted as the Executive branch countering the will of the Legislative branch.

So we are already in fiscal year 2021. this is why according to law, there is supposed to be a budget signed each year before September 30 for the coming year.

The 45 days refers to the end of the fiscal year. If the government uses their current standard, then we just started the new fiscal year, 2021, on the 1st of October, when it comes to budgeting purposes.
Government fiscal year is NOT taxpayer or calendar fiscal year, when it comes to budgets at least.
That being said, since we haven't actually passed a budget since Obama got in (we run on continuing resolutions), who knows.

From what ive read this is just a request from POTUS not an order that can be implemented. By signing hes already approved the bill. Congress can just not do anything. Whats a few million angry americans if you get millions funneled back ..
