I'm not so sure..... These spending bills get done because lots and lots of promises are made. Involved in this are scores of individual deals between politicians, business, state actors, intelligence agencies, and foreign players, small deals, side deals, and promises to perform, 99% of which we know nothing about. This President cares little about saving face, and that's the fatal flaw in your argument. This spending bill is small potatoes when compared to the real fights the President is involved in. Signing this bill is a strategic play. President Trump will be re-elected and that's reality.
