It was neutered in 1974 before then the president could refuse to spend the money in bills apparently. What happens now is the bill goes back to congress and they have to vote on what to remove.

So he puts the brakes on the pork for 45 legislative days, the big checks go out, economy gets a kickstart, and if he is out of office Biden will spend it anyway.

Hopefully in 45 days enough Rats will be imprisoned/resigned/disgraced that his cuts stay permanent.

I'm going to have to read up on that one.

Something that interests me, is that he just officially took the insurrection act off the table. Which implies (IMO):

  1. We are the insurrection against the mechanisms of state control.
  2. When it comes to dealing with any unrest we cause, his hands are tied.
  3. This will not protect us if Biden take office. Ignoring the law to abuse power is part of the core Democrat identity.
