That he caved to quickly. He could have made them sweat and forced them to make revisions to the bill before signing. Not hoping they will honor a rescission request which they are not obligated to do so. If you are going to go out go out swinging.

What you are saying is that Trump should have attempted to force them to rescind the bill they passed and then to pass a new bill? Why would they do that? They have the votes?

Option 1: Trump vetos > bill passes as is with veto proof majority. China wins bigly.

Option 2: Trump signs as is > bill passes as is. China wins bigly.

Option 3: Trump redlines > pressure is placed on congress to act (funds held up for 45d), there is a chance some or all of Trump’s revisions are adopted. Chance America wins bigly.

This is the going out swinging option. This is the next best alternative under the circumstances.

I thought the fiscal year starts the 1st of October and ends 30 September. It's not near the end of the fiscal year 2020, but the beginning of fiscal year 2021.
