This is a good learning process on how government procedure to use our tax money. Before Trump, we didn't pay attention on this. Once Trump wake us up from his Air Force One deal with Boeing (saved 1.4B), now this bill, we started to pay our attention. Trump has American people in his mind on this bill and many other things, much better than previous presidents. Asking questions with critical thinking is good. But note, some MSM players and CCP wumao Army are here to intentionally bad mouth Trump.
Of course a president can’t simply choose where the money goes. Not sure where this is coming from. In some parts of the budget there is some flexibility but they are small portions overall.
