I think there will be some changes simply because this has turned into an optics nightmare for congress. This was a "we have to pass it to see what's in it bill" and now they have to own it.
45 days is a long time. A lot can happen between now and then.
Just looked at it quickly do you happen to know when the fiscal year ends? because it sounds like this bill can hold the funds 45 days and if it goes past then of the fiscal year the money is lost.
I could be wrong and maybe the fiscal year doesn't end for some time but if it does end sooner than 45 days then this just might be a brilliant move!
