The losing situation was that the the Republicans and their cohorts in crime, the Democrats, pushed the Omnibus spending bill, with the Covid rider, to the statutory deadline, after having had MONTHS to pass a bill. This practically blackmailed President Trump into signing it. For that matter, they only gave their own members two hours to read nearly 6,000 pages. By doing this, it guarantees a lack of transparency, since their is little time to even know what's in the bill, which is all by design.
This is how both parties in Congress routinely blackmail all Presidents into choosing between shitty options when presenting them with rotten bills to sign.
President Trump made the best of the crappy options available to him. It's not an ideal outcome, but put the blame where it belongs - on Congress and Mnuchin for putting this piece of shit together, and waiting until the last minute to shove it through.
President Trump is not a dictator, and has to function within the law and the options that it provides him.
Cut the President some slack. Put the blame on Congress. Both parties engineered this piece of crap from the ground up, and played political games with it's timing.
They deserve all of the contempt and wrath the American public can muster.....

Trump is going to Redline the ENTIRE bill per his statement.
These redlines are then voted on by Congress / Senate AGAIN to actually get the money approved.
I.e. every rep / senator is going to have to vote AGAIN on EVERY INDIVIDUAL EXPENSE they want approved. Essentially signing individually for every single stupid thing in this damn bill.
So we will know who exactly wants Transgender studies in Pakistan...

Meaning - per the rule - every redline must be voted on OR wait 45 days for funding.
If something isn’t funded in 45 days during “we need it now!?” Why was it in there at all? Right?

Rescissions Put simply, if the President wants to spend less money than Congress provided for a particular purpose, he or she must first secure a law providing Congressional approval to rescind the funding in question. The ICA requires that the President send a special message to Congress identifying the amount of the proposed rescission; the reasons for it; and the budgetary, economic, and programmatic effects of the rescission. Upon transmission of such special message, the President may withhold certain funding in the affected accounts for up to 45 legislative session days. If a law approving the rescission is not enacted within the 45 days, any withheld funds must be made available for obligation.
If Trump gets re-elected, as we've seen, a LOT can happen in 45 days. So if Pakistani Tranny's need their money, they will need a law within that time frame.
