I must be missing something because I don't understand this at all.

  • Congress/Senate got super majority.
  • President veto would be ineffective.
  • So.. "make congress vote again on every single expense"? (How?)

What? No. Congress doesn't have to vote again. They can just ignore him, and all the pork goes through anyway. They'll just have to wait 45 days and not even that, since it looks like Biden's going to inaugurated in 25 days.
