It's a Rally/Protest, not a Miltary Operation. The city will be operating like usual. That means the Metro will be running, Union Station operating like usual, Airports running normal schedule, Tourists spots open, Federal Employees will be going to work and going home using public transportation. I think some people are drinking way too much Kool Aid. Within a few blocks of the Swamp Headquarters there are plenty of stores, etc. Just do some simple homework using search tools. It's not difficult.
