What the story doesn't cover is FDR's removal of them down to The Keyes, where they concocted ridiculous make-work projects to keep them busy. Mostly it was hooch and hookers and cards to pass the time. But the hurricane came. The train sent down to retrieve them blew off the tracks. Hundreds perished in the pandemonium.
