What are the trends of registered voter numbers over the years, has an increase like that ever happened? The percentage was different for each state. I'm guessing that, instead of doing the math on each state individually, he used the average percentage of participation in all 50 states.

Eligible means they are able to vote, if it said registered that would be a different story as that means they can vote.
