It was 239 million and some change ELIGIBLE VOTERS for the 2020 cycle.
I'm fuzzy on whether that means eligible to vote and either registered or unregistered (basically they are old enough and hadn't lost there right to vote) or actual registered voters. I'm inclined to think it's the first scenario though.

Eligible means they are able to vote, if it said registered that would be a different story as that means they can vote.
