A veto wouldn't work; the bill passed with numbers well exceeding the requisite super majority needed to overturn an attempt to reject it.
A pocket veto wouldn't work; Congress has to be out of session for ten days for it to be an option, and they can work around it. At worst, they could just reintroduce the same bill, and we'd be back in the same spot.
The strategy that Trump has employed at least forces them to own their votes on each slice of the pork, or else do more stalling than could be reasonably expected to come from the pocket veto. It's better than nothing, because there is still shame at play. It's easy to say "a hur hur hur I just voted for the bill, I didn't see what was in it, a hur hur hur". It's not so easy to defend your vote for each and every item, especially when there are well over 5000 pages of pork. Even overturning one item would be a net positive over what would be going through otherwise.
If you think that they don't need to save face, then you need to pay better attention. These seats aren't static, Dominion or not. Democrats lost seats, even with massive fraud at play. Even without us, there is still going to be internal politics, and the individual cannot afford to show weakness. Besides, if they force the pork on us on an item-by-item vote, then that is all the more weight being added to the scale of this war, while also showing us who our open enemies are.
Trump was dealt a shit hand. He couldn't veto it because he would have given up any leverage that he had in the process. He couldn't pocket veto it, because that would just be stalling the veto, and that relied on the "mercy" of Congress, anyway. At least with this, he gets stalling built in at worst, and his concerns publicly read out at best.
Unless you have some better play, this was the best move that he could have made with the hand that he had. I would bet that Trump has put far much more thought and planning into this than you have, and that he damn well knows more about the whole situation than any of us do.

Suffices to say that very few members of congress have President Trump's back. A supermajority should have never happened. Bannon said it would take 20 years to get the country back. We will have to start at the local level a MAGA party and start running for public offices.

By signing the bill with rescissions he comes out with a win if they increase the money of the checks or if they remove the pork. If they refuse to acknowledge it they look like the enemies while he is the hero who fought for the citizens in need.
