I feel like the unique identifier of a woman is the ability to give birth. So all birthing people are women and all women are birthing people. Anything else is false.
I know only one transperson (who transitioned FtoM). The internal organs required for birthing were surgically removed. Like that was the whole point - he did not want to menstruate. This was done after puberty (i.e. first blood) but before adulthood (< 18yo).

The only caveat is some women are sterile or cannot conceive or give birth for various reasons. So it's not a comprehensive definition.
But all individuals who can give birth most certainly are women. The definition just needs to be able to be expanded a bit beyond that.
