DEWs do exist. I personally see them. They're also not that small. Yes they're smaller than they were before but a DEW powerful enough to actually kill some one from a safe distance it still going to be a noticeable size of vehicle.
The most powerful DEW I know of still takes an entire tractor trailer worth of gear to work (mainly for power generation and coolent) and yes, it can burn holes through steel but again, some one would notice this shit.
Aside from DEWs news that which are actually meant as anti-ballistics systems, Smaller DEWs are used for crowd control and don't actually kill anyone. They're non-lethal weapon that cause pain enough to subdue to frighten away attackers.
