I believe he's absolutely doing everything he can. If we aren't seeing him do certain things, it's either because he can't do those things, or doesn't have the support within the administration to do them.
He cannot for example call for martial law, because martial law is only to be used in cases where the government and courts have completely shutdown. He cannot use the insurrection act due to restrictions added to it around 1875 that prevent it's use in effecting elections. And he also can't use those because he doesn't have the support within the military or DOJ.
The 2018 EO isn't wishful thinking, it just doesn't do what a lot of people are hoping for. It requires a report to be delivered to the President then after 45 more days it grants the secretary of the treasury leave to sanction foreign powers for election interference.

The path for that is one representative and one Senator objecting in writing to each of the contested states, then it's a food fight in Congress and Pence presides over it. THer was a video of this process in Congress showing Biden gaveling down Democrats because they didn't object in writing and didn't have a Senator.
