Now, with that in mind, re-read Trump's letter. He is declaring all funds in the bill to be emergency funding. This should allow him special powers to allocate the funds at his discretion due to the state of emergency. I believe Congress has just unwittingly given the president $1trillion to use as he sees fit. The only way they could avoid this is by doing what trump has requested and taking out the "pork," ie acquiescing to the President's red-line items.
TLDR if Congress doesn't accept Trump's red-line cuts to the bill, then, given the state of emergency declaration, the president will have $1trillion to spend at his discretion.
