thats not true, a red county still has Dem-heavy precincts IN THE GODDAMN CITIES, which is likely where they cheated their asses off.
Most adjudication is not done in small precincts
The adjudication is generally performed by the contractors without observation nor oversight.
It literally places the entire burden of credibility onto the integrity of faceless functionaries.
