i hate these fucking signs. We have them in NJ. Most of the time they're just nag messages about seatbelts, cell phones and drunk driving, more recently BS about whether you're coming from out of state and need to call 311 or whatever to "determine quarantine status". They hardly ever use these signs for their intention: travel times to other major interchanges, delays ahead, construction notices or road conditions and the occasional Amber Alert no one can help with or care about.
If they aren't showing propaganda messages they are off half the time anyway or not working. The whole system is a waste of tax dollars if they aren't going to use them for their intended purpose 100% of the time.
