And not vetoing and not signing makes the bill pass automatically in 10 day deadline. Only thing he could have done is a pocket veto but then that would mean a government shutdown and no PPP loans left. So he worked around it by asking congress to send $2000 and remove the pork as condition of signing. Am I hopeful of congress doing the right thing? Nope. But he played the cards which were given to him. I think the $2000 will pass. But I don’t think congress will remove the pork. The impoundment gives him 45 days control over the funds I believe.
