Ultimately yes, you're correct on what they want to do (reduce population). However youre mistaken on the why they want to do it (save the earth). The main reason these people want the population down is power (and subsequently control). The larger it gets, the harder it is to control. Limited resources are just a compounding factor towards losing control. Since resources are finite and the population is tied to its overall abundance...we inevitably end up at the same junction, no matter if they step in or if they let supply and demand do its thing. Both options will be gruesome however only one option ensures they stay in power/control when we reach that inevitable point in the future.
