Option 3 is Kabuki theater. Congress is under no obligation to cut a penny of the spending, they can just wait out the 45 days, and at that point the money must be spent as instructed.

The impoundment act has no teeth and this is why it was no longer used after 2000. It was worthless. The only money ever cut by it was about $25 billion over 26 years and those funds were never going to be spent anyways as they were over funded programs that were willingly giving up their cash.

With that said, I believe that there is spending in that bill that is critical to Trump overturning the fraudulent election, which forced his hand into signing it. So I support his use.
