I've heard most of these rumors, as we all have, for nearly 2 months. Now he's coming out and sharing info that supposedly even the president doesn't know because it's so top secret...
So you're a top security clearance national security man, and you've got this friend. You decide to tell your friend things that even the president doesn't know, and even Rudy Giuliani doesn't know. And your friend decides to tell his other friend, a podcaster, who will then share it with his audience. And this won't threaten any ongoing operation, because it's already a done deal. Yet it still has to be super secret hush hush, unless weird boomers on the internet talk about it.
Yes this part was completely insane. But he did suggest Trump may also know and his team and that's why he's so confident. That is obviously the most likely scenario. No way Trump doesn't know something that a top NS member leaks at a party lol. This doesn't mean the idea of Biden getting arrested isn't true though. It would actually explain a lot. Time will tell.
