Yes this part was completely insane. But he did suggest Trump may also know and his team and that's why he's so confident. That is obviously the most likely scenario. No way Trump doesn't know something that a top NS member leaks at a party lol. This doesn't mean the idea of Biden getting arrested isn't true though. It would actually explain a lot. Time will tell.
