People keep telling me I am WRONG on the rescind and remove stipulations TRUMP put into signing this bill.
If you are offered a CONTRACT, you read that CONTRACT and disapprove and STRIKE out areas you disagree on, then HOW would you just make a contract LEGAL by letting it sit for 45 days.
He signed with the stipulations he WROTE in writing, so if signed BY them they accept the change, if not it would NULL the agreement.
RESIND - 1 : to take away : remove. 2a : take back, cancel refused to rescind the order. b : to abrogate (a contract) and restore the parties to the positions they would have occupied had there been no contract. 3 : to make void by action of the enacting authority or a superior authority : repeal rescind an act.
REMOVE - eliminate or get rid of.
So in order for it to be LEGALLY bound either way he said he would sign and has signed UNDER THESE CONDITIONS.
From what I gathered, he used a little-known law that allows him to highlight certain parts that are obviously frivolous spending when Congress is in deficit.
No one saw that coming.
There is actually a lot going on with this. -President Trump just invoked the Impoundment Control Act of 1974 while signing the COVID bill, allowing him to redline areas that must be addressed. -This sends it back to Congress forcing them to 1) repeal 230, 2) cut out the wasteful spending, 3) add $2k. -This is a virtually unknown law and has taken Congress by surprise. -It also signals his intent to invoke other laws in the coming weeks. Stay tuned. That was a totally boss move by Donald. -PER FOX: The Senate will start the process that increases checks to $2k, repeals Section 230, starts an investigation into voter fraud, per President Trump's redlines under the Impoundment Control Act of 1974 (which Nixon signed). -RINOs & Ds are furious.
There is no LINE ITEM VETO power for the president.
Basically the impound act allows him to add notes to the bill, but it doesn't change anything.
He can delay the bill being put into effect by 45 days, but that is it. Congress doesn't have to take any action, they can just wait 45 days if they have to.
Signing a bill is different than signing a contract.

It doesn't mean much to me, because I don't know what these phrases mean like 'Requirement to make available for obligation'.
