For the spray paint I think wrap the sign tightly with seran wrap so when they spray on it just remove and recover. Also what I would do is drive 2 wooden stakes into the ground and use long screws to secure the sign to them. Careful if you use screws that are too long they will poke thru the wood and stick out and hurt someone should they try to pull on it.
