As president of the senate he runs the senate. Tradition and ONLY tradition allows him to let the senate elect a speaker. No matter which party controls the senate, he can step in at any time and boot the guy out of the chair and do the job. Look it up.

I'll paste this slowly cause I know retards read slow: President of the Senate: Vice President of the United States Under the Constitution, the vice president serves as the president of the Senate and presides over the Senate's daily proceedings. In the absence of the vice president, the Senate's president pro tempore (and others designated by him) presides.
