As president of the senate he runs the senate. Tradition and ONLY tradition allows him to let the senate elect a speaker. No matter which party controls the senate, he can step in at any time and boot the guy out of the chair and do the job. Look it up.

In the absence of the vice president, the Senate's president pro tempore (and others designated by him) presides.
