There is a very simple answer. Default. Anybody who loans the government a penny, knows damn well that the only way they will get paid back is by raking the tax payers over the coals. They deserve to lose their shirt. Maybe after people learn some hard lessons, they will think twice about financing government pork, which is what 90% of it is.
