IRC is internet relay chat, an old as balls live chat protocol... Tons of clients out there to connect... The webchat link above is a good way to dip your toe in the water... The webchat interface is horrible though...
Yep, IRC is pretty basic. I think the webchat obscures your IP but if you connect with a client a VPN is a good idea...
IRC doesn't really take much bandwidth so as long as you're client can "pong" back to the server's "ping" quick enough you're probably good with a crappy free VPN even
