Wouldn't it be simpler to create a rapid test that would tell you instantly if you have it? If you do just wear a mask and go about your business. If your sick (cold, flu, China Flu, whatever) go to the doc.

Funny thing is this is LA CITY, LAX is in City of Los Angeles. If you take Burbank airport a few miles away you don't need any form.
As I was explaining to someone I was traveling with Even if you do fill out the form there is no way for them to actually track you or enforce it. None of the things they are recommending are laws or enforceable.
They could say all arriving passengers are required to do 10 jumping jacks per the department of health where it is punishable by $1,000 fine. It's not actually a law.
