How does it "flip" exactly? What's the process after it was considered certified? (Serious question, I'm not American, I'm not sure how it works.)
Most of us have no real idea, either, as the last time something happenee like this was in 1876 and the circumstances were a bit different.
People will give their comments and cite this or that law or fact, but until it plays out, everything is up in the air. For instances, none of these states should have certified in the first place if they were following the law.
