Corporations and "non-profits" owned, controlled by, invested in by, relatives of and shell companies of controlling legislators, donors, and vested interests of the same legislators writing the bills and their CCP counterparts who give them a kick-back. American lesigeslators are literally selling out America and the world to the CCP (and others) under the guise of humanitarian aid knowing fully well all these projects will fail and leave the nations that accept them worse off than they started, and the politicians in those nations know it too, but that little bit of money now doesn't seem so bad.
