The President of the Senate shall, in the presence of the Senate and House of Representatives, open all the certificates and the votes shall then be counted;
if the VP doesn't open it, it is not a valid certificate.
No one but the VP can open a certificate. Not even Christ Almighty. No one. If he does not open it, it cannot be opened. If someone else opens it, it is not valid.

The 12th Amendment doesn't say anything about how Pence should conduct the count. And since the courts have removed themselves from the situation, it leaves Pence to do whatever the hell he wants. The Rats illegally stole this election, now simply take it back. Pence counting ONLY legitimate votes is a civil matter, so the most that can happen is that someone petitions the Supreme Court, but Pence will be overseas by then.
