my money is those cops were the final sweep to check the street was clear of witnesses. (even if they didn't know, which i don't believe from the reactions.)
this is literally the first time i have heard of that.
So, you are telling me, there was someone shooting, and using a PA system to keep people back, but the cops were just walking around near where someone was reportedly shooting while in uniform, without bulletproof vests...

if a cop was on the scene for 'shots fired' it wouldn't take them a walking patrol and a bomb going off to before they put on a protective vest.

"Do it" is not the words I would use in response to that in any conversation.
It's possible it's "alright", but I hear a distinct D at the start, and I have some pretty high quality studio headphones (though assuredly less high quality after the bomb exploded)

I know someone who lives there. The exits into that area were closed off at around 3:30-4AM.

There's definitely a reason shots fired was reported and a car had a loud speaker warning system for 30 minutes before detonating.
