As a cop I can comment on a few things I've seen here.
Those are heavy plates he is putting on over his soft body armor before the explosion. Hard plates are not an automatic on a shots fired call. Most calls like that are bull unless you have multiple callers. He was taking his camera off to transition it to the heavy plates. Nothing suspicious here.
No clue why they're nonchalantly walking down the street next to that thing. They're commentary is amusing. I believe they thought the whole thing was a hoax due to the outlandish nature of the whole thing, which would be why they are so carefree. Not smart in our profession. Complacency kills.
I found it odd his reaction to an explosion, that literally blew the plywood off the windows next to him, was so minor.
This looks like typical "oh shit" "run around like a chicken with your head cut off" reaction from patrol during an oh shit moment. I believe this was absolutely a targeted hit from the glowies. I do not believe the cops are in on it. That would be way too many loose ends etc. They could care less if they killed a few cops or civilians. Maybe they are growing a conscience these days...... Yeah right
I too am a cop and I would agree. There’s one particular type of cop that wouldn’t be super phased by big booms: SWAT teams with explosive breaching capabilities. It takes some conditioning but I would not be surprised at all of this dude is on their team.

He does jump and react to it after watching again. Also, if the camera is an Axon Body 3, the new taser cam like we have, the digital video stabilization on it is really good and may hide some of his reaction. I also don't think they'd be talking about how that building is a good target if they "knew" about it.

If there were bodies it would get investigated. They just wanted to remove evidence but weren't able to access the building (which in and of it self is a HUGE clue that we're winning, and they are desperate). But to make a point of it, this is bound for the public's memory hole if it's just a strange explosion, while bodies keeps it in people's minds.
