Outside of the Islamic terrorist strategy of trying to get more people in the streets before detonating (which could've had an effect if detonating as the cops walked past) which wasn't even really posited much here to begin with, that doesn't really sound like a bomb, it sounds like people pranking.
I'm not saying they're in on it necessarily, but there are so many things that are fucky with this whole situation and their response doesn't exactly speak to their shock and surprise or being prepared for it.

They're making that connection awfully quick when most terrorist attacks don't go out of their way to target infrastructure without hurting anyone.
