Why would they never have a contract for that work?

A massive, monopolistic company, that sits on billions can't develop exactly this, or definitely isn't associated w/ anyone that does have these capabilities?

Dude. You are wrong. Through first-hand every day occupational experience, I can tell you AT&T works in this business space every day of the week.

AT&T is a major Cybersecurity contractor for the us gov and numerous states. The even have the contract to help secure the state of Tx voting system.

You know nothing about big tech companies and the vast jungle of contract work they procure. Either through direct contracts or small shell companies configured to meet rfp requirements. Telecom laughs.

They do that all the time every day.
