What I suspect happened was they got the initial call for shots fired and officers responded into that area, possibly next two or near the RV if that was the address given.
Once they could not find the shots fired, but her the messages play from the RV, it is very likely they told other officers responding into the area two block streets in a certain radius, hence the cars parked a ways away.
