Given how many times on Reddit I saw pictures of people clearly handling UXOs and saying "it's probably a mortar lol" I'm not surprised these cops just casually walked by without much feeling of danger. It's a weird feeling of implausible immunity, like "nah that couldn't happen, I'll be fine".
EOD isn't exactly something that mobilizes quickly, by the way. They likely are not just sitting around like firefighters waiting to jump in their gear and take off. SWAT teams also take quite some time to mobilize for similar reasons.
