So, watching this I have two questions. Who were those people we see running away from the explosion on a street we saw to be closed up and deserted previously, and why did the cops allow them to procede to their vehicles without detaining them for statements/medical treatment after they were seen fleeing an explosion?
That's all fine and good, but I'm pretty sure that's not how standard police procedure works, even for something as small as a non-fatal collision at an intersection, let alone an explosion.
