Yes, in theory a congressman serves two years a term and a senator serves six years a term, but in reality only 5% or so seats are flipped in each election cycle. 9 in 10 of them get to stay and carry on, committee chairs stay there for decades. Kings and queens in the medieval age didn't stay that long.
