I heard it stated in the context of a story of a gunner and munitions partner on the deck of a ship. During Pearl Harbor or in the Pacific theater, a Japanese pilot was diving in and the gunner just locked his sights on the plane and fed the entire belt into the plane causing it to crash and miss the target.
The quip from the munitions guys was something like "Jeez Jimmy, you gave him the whole 9 yards!"

Small carrots definitely exist although it's possible that commercially they aren't used to make "baby carrots".
