Perhaps the penalty for this type of thing isn't severe enough. If it carried a mandatory 25 year prison sentence with no possibility of parole -- they'd leave the damn things alone.

They coddle criminals. That's why this stuff keeps happening. Toss them in the slammer and keep them there for a long time. It will deter others from following their lead.
