All that says in what you quoted is that the president "shall transmit a special message". That special message is toothless.

Title X of the Act, also known as the Impoundment Control Act of 1974, specifies that the President may request that Congress rescind appropriated funds. If both the Senate and the House of Representatives have not approved a rescission proposal (by passing legislation) within 45 days of continuous session, any funds being withheld must be made available for obligation. Congress is not required to vote on the request, and has ignored most Presidential requests.

The executive branch has almost no impoundment power since Nixon's times bud.

The 3-branch government specifically exists to prevent one branch becoming too strong. The supermajority in Congress and Senate makes it impossible for Trump to outright deny their demands. The best he can do is make it absolutely clear who is voting for what - that's what the "redline" measures are for. They now vote on each item, and we see who has the most corruption points, so we know which ones to guillotine last. Gotta build up that dread.
