I think majority of opinions I've seen have been people upset about just giving out $2000 to everyone.
I have thankfully never been out of work this year and I know only a couple of people that have been without work.
Why should 2000 be sent to me or anyone that's been working this whole time? Why can't more of this money go to assisting small businesses that have been decimated? The more that large companies (Wal-Mart, Amazon, etc.) take market share the more reliance we have on Chinese made products. Higher debt and inflation with more money going to CCP manufacturing seems like a good deal for China.
Because sending $2000 to everyone cuts out the bureaucracy, which always ends up ensuring that the specially targeted handouts go to the wealthy, well-connected, and ethics-challenged crowd. People who own a hundred separately incorporated "small businesses", and have lawyers and tax accountants who make sure they always qualify for every government hand-out. Give the $2000 to everyone, and nearly all of it gets pumped right back into the economy immediately, with a lot going to actual small businesses in the form of purchases of goods and services.
No, I'll take some of MY money I've paid into the 'system' year after year. I at least look at it as compensation for putting up with pansy ass chin diapers and being confined to my own friggen house for the past 9 months!!

Because it’s easier to give everyone 2000 first and then next year they can figure out who was working and made income and then tax them accordingly.
