Agreed that it's relatively normal. Even the slip up of starting with "Mr." Is perfectly understandable. But in the rest of the clip he has no idea what he's saying. He starts talking about the NDAA, needs someone to point to the paper and tell him what to say, overall just really bungling it. Definitely got some screws loose.
