That's the very point. These people didn't vote. To the extent they are actual people their votes were sent in without their knowledge and it could just be ballots with randomly generated names. The lack of signature verification alone in PA, AZ and GA for example makes a move like this almost too easy. Fuck elections. We need to mobilize. This is why the 6th is so crucial.
Hubby and I never do mail in. And whenever we will be out of state in an election year, we check and make sure we are NOT listed for mail in (they have randomly made us mail in before), and make sure we get home in time to vote.
Well in 2016, we were away, and came back a few weeks before election day. I had been a delegate for Trump at state level, gotten doxxed, and life became unpleasant enough we went out of town.
So on election day, we went to vote and lo and behold, they said I had already voted by mail. naturally I challenged this and filed a provisional ballot and asked for an investigation. Several days later, they notified me the signature on the mail in had been inconsistent with my signature in the book, so the provisional was accepted. They never told me what they did with the fraudulent mail in.
Now THIS year, we got special election materials in July, and there was a place to check off if you wanted mail in, or not (two boxes, fuzzy language). It was worded strangely, so I called the county recorder, as well as getting the instructions from the website to CONFIRM I was NOT checking the mail in box. We left town. While away, I checked our status twice, and we were not mail in.
3 days after we got home (a week early), lo and behold, BALLOTS. In the mail. So on the first day of early voting, we went down to the county recorders office to turn them in and I requested an investigation because their own damned state website said I was NOT mail in before I came home.
They called a few days later and said hubby and I had both checked off mail in. So they flat out lied, either by telling me to check the wrong box (doubtful since I also confirmed my choice with the rules on the website), or by saying I had and not updating their websites to show my actual status. My vote supposedly got counted 8 days after the election this year.
short answer: he didn't
