I said employment and public spaces. Employers in Japan aren't going to like prospective hires having tattoos, and Japanese folks in general won't like people with tattoos sitting around in parks or public bathhouses and the like.
I wasn't really responding to him, I was telling my story for perspective. I think OP was talking about Japanese nationals in Japan, and what he says is consistent with what I have seen and learned of their culture. To your point, the employer would ask if teh applicant had tattoos and the applicant would answer honestly -- or more likely not even apply in the first place. They have a very different culture there from ours.
Ah, I assumed OP was talking more about locals. He also called it “most chances at employment in public spaces”, not just military
