I wasn't really responding to him, I was telling my story for perspective. I think OP was talking about Japanese nationals in Japan, and what he says is consistent with what I have seen and learned of their culture. To your point, the employer would ask if teh applicant had tattoos and the applicant would answer honestly -- or more likely not even apply in the first place. They have a very different culture there from ours.
