They didn't rule that Trump could do this; they just declined to say he couldn't.

Trump hasn't done this action yet, so there isn't a reason to block him from doing a specific action he hasn't yet done. If and when Trump actually does this, then in response to those actions, lawsuits will be filed. It's only those responsive lawsuits that will matter.

So this isn't really big news, nor really significant.
